The 551st Electronic Systems Group at Hanscom Air Force Base plans to negotiate a sole-source time and materials contract modification with Telephonics Corporation for work related to the AN/UPX-40 and the Next Generation Identification Friend or Foe (NGIFF) Program. This contract modification will cover activities including meetings, travel, studies, analysis, and reporting. The sole-source determination is based on the Federal Acquisition Regulation 6.302-1(a)(2)(ii), which finds Telephonics the only capable source for this effort. However, the government invites other interested parties to submit information about their capabilities, experience, and pricing by July 15, 2009, although this is not a request for proposal, and no award will be made solely based on these submissions. Responses will not be paid for, nor will respondents be notified of evaluation results. Questions and responses must be submitted via email to the contracting officer, Paul E Canham. If no viable alternate sources are identified by the deadline, negotiations will proceed with Telephonics exclusively. The contract pertains specifically to the NGIFF Program, focusing on identification friend or foe technologies, and is designated under solicitation number R2091.
