The U.S. Department of Energy’s Office of River Protection intends to award a fixed-price sole source contract modification to EnergySolutions, LLC, to provide specialized glass testing development and data compilation services in support of the disposal of treated waste from the Hanford Waste Treatment Plant. The work involves conducting engineering tests, including the Product Consistency Test and Vapor Hydration Test, to assess the durability and potential contaminant release from Immobilized Low Activity Waste (ILAW) glass under various environmental conditions relevant to long-term disposal. These tests will generate comparative data critical for performance assessment at the Integrated Disposal Facility on the Hanford Site. This contract modification will leverage the unique technical expertise and facilities of EnergySolutions, utilizing the Vitreous State Laboratory to advance testing protocols and compile an extensive database on ILAW glass compositions and properties. DOE ORP has determined that only EnergySolutions possesses the specialized capabilities required, thereby justifying a sole source award under statutory authority. The estimated contract value is between $100,000 and $650,000, with a performance period anticipated to start in July 2009 and last for approximately 225 days. DOE-ORP is not soliciting proposals as part of this notification but remains open to reviewing information from interested parties for future needs.

DescriptionDOE ORP requires the technical expertise in waste form durability testdevelopment in order to support the performance assessment for disposal ofImmobilized Low Activity Waste (ILAW) in the Integrated Disposal Facilityonthe Hanford Site. DOE ORP requires an Engineering Test for generatingcomparative data for the Product Consistency Test (PCT) and Vapor Hydration Test (VHT). Waste testing is anticipated to provide information aboutpotential contaminant release from a waste in the context of theanticipateddisposal or utilization conditions. Thus, testing shall reflect the rangeofconditions (e.g., pH, water contact, etc.) that will be present in thewasteand at its interface with its surroundings during the long term. Thecontractor must provide the technical expertise and facilities necessary to complete the test development of ILAW materials. The contractor must havespecialized knowledge of the specific issues surrounding the testing doneonthese materials in order to compile the necessary database of glasscompositions and measured properties. DOE ORP intends to evaluate theprotocols described in Kosson, et al. (ENVIRONMENTAL ENGINEERING SCIENCEVolume19, Number 3, 2002) against the decade of PCT/VHT experiments stillunderway atthe VSL. Competition ExceptionDOE ORP has determined that this requirement can only be satisfied by theunique services offered by Energy Solutions, LLC.
