66--InLight Automatic Reader and InLlight Automatic Annealer

The Naval Surface Warfare Center, Carderock Division is planning a non-competitive procurement from Landauer, Inc. for the purchase of the InLight Automatic Reader and InLight Automatic Annealer to support NAVSEA 04LR and the Radiation Technology Group. The contract is expected to be firm-fixed price and awarded in accordance with FAR 13.5, which governs test programs for certain commercial items. The purchase aims to facilitate evaluation of Optically Stimulated Luminescence (OSL) technology for dosimetry applications within Navy operational environments. The studies will be conducted jointly by the Naval Dosimetry Center and the Radiation Technology Group to assess whether the InLight system, which includes various readers and dosimeter configurations, provides advantages for the Navy’s dosimetry programs and laboratories. This procurement will be sole-sourced to Landauer, Inc. as they are the only commercial manufacturer of OSL dosimeters and the associated proprietary readers, which include patented hardware and software technologies. No other manufacturers currently produce compatible systems capable of reading Landauer’s OSL dosimeters. While this notice is not a solicitation for competitive proposals, the Navy is open to considering proposals received within fifteen days of the notice publication, although the decision to compete is at the Government’s discretion. The anticipated award date is on or around April 8, 2009.
