Full Description

The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for services to provide Test Design of Split Hopkinson Pressure Bar (SHPB) Specimens. NAICS code is 541380. NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures, and award a Firm Fixed Price purchase order to Southwest Research Institute (SWRI) of, San Antonio, TX. SWRI has worked with NSWCCD previously and has extensive experience with Slit Pressure Hopkinson Bar Testing (SHPB) and analysis, having pioneered the use of SHPB techniques for mechanical behavior characterizations at high strain rates. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received by 29 May 2009 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to ! conduct a competitive procurement.
