COLUMBIA Class Tailcone Manufacture

The Naval Surface Warfare Center Carderock Division is soliciting proposals for the manufacture and acquisition of COLUMBIA Class submarine propulsor tailcones. The scope of work involves the procurement of materials, machining, assembly, painting, and delivery of up to eight tailcone kits, with a minimum of one kit required in the first year and options for seven additional kits. The contract also includes requirements for engineering support services, such as design reviews and the development of a manufacturing plan and final certification package. This is a DPAS rated DX-A3 order utilizing a combination of Fixed Price Incentive Firm Target for hardware, Cost Plus Fixed Fee for engineering services, and Cost No Fee for data requirements. Award will be determined via a best value tradeoff process evaluating technical capability, cost proposal, past performance, and small business participation, with technical capability being the most significant factor. Proposals must be submitted electronically through the PIEE Solicitation Module and organized into five distinct volumes. Key deliverables include a variety of Contract Data Requirements List items, such as monthly status reports, performance and cost reports, and conference minutes. The contract mandates strict adherence to security protocols for classified and unclassified data, compliance with ISO 9001:2008 or AS9100 quality standards, and the use of the Wide Area WorkFlow system for invoicing.
