The U.S. Department of Commerce's National Oceanic & Atmospheric Administration (NOAA), through its Climate Monitoring and Diagnostics Laboratory (CMDL), plans to negotiate a sole source contract with the Meteorological Service of Canada (MSC), Environment Canada Air Quality Research Branch. This contract, covering the period from September 1, 2005, to September 30, 2006, aims to conduct regular measurement programs focused on greenhouse gas mixing ratios and stable isotopes of carbon dioxide. CMDL and MSC have previously collaborated on air samples collected at the Canadian Arctic station at Alert, providing a foundation for continued joint measurements essential for achieving the North American objectives of the U.S. Climate Change Science Program. These measurements are critical for studying greenhouse gas variations with height and quantifying the North American terrestrial biosphere’s carbon dioxide uptake, contributing to broader understanding of the North American carbon budget and its role in the global carbon cycle. The measurements will take place at MSC’s BERMS site in Canada, a secure facility with restricted access and staffed by personnel already possessing expertise in air sampling and analysis. The procurement is proceeding under simplified acquisition procedures with an estimated value not to exceed $100,000, and no competitive solicitation is planned. This sole source approach is justified by the specialized capabilities MSC offers and the existing collaborative framework. The award decision is expected by August 30, 2005. For further information, the point of contact is Kelly A. Rima, Purchasing Agent at NOAA.

Full Description

The U.S. Department of Commerce, National Oceanic & Atmospheric Administration (NOAA), Climate Monitoring and Diagnostics Laboratory (CMDL) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with the Meteorological Service of Canada (MSC), Environment Canada Air Quality Research Branch to carry out regular measurement programs of greenhouse gas mixing ratios and stable isotopes of carbon dioxide. CMDL and MSC measurements from air samples collected at the Canadian Arctic station at Alert have previously been carefully compared by the two laboratories, providing a foundation for further collaborative measurements. Collaborative measurements must be carried out in order for CMDL to meet the North American goals of the U.S. Climate Change Science Program. CMDL requires the regular, long-term measurements discussed above, within a network of carefully chosen sites in North America, to study the variation of greenhouse gases with height, which will enable CMDL and other scientists to quantify the predicted North American terrestrial biosphere's net uptake of carbon dioxide from the atmosphere. Quantifying the North American carbon budget and identifying implications for the global carbon cycle are priority items outlined in the U.S. Climate Change Science Program Strategic Plan. Period of performance shall be September 1, 2005 to September 30, 2006. MSC operates the BERMS site in Canada where CMDL requires these measurements to be carried out. This site is a secure facility with limited access. In addition, MSC already has personnel in place with the required expertise in the air sampling and analysis that is required. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and shall address qualifications pertinent to this requirement. Award date will be August 30, 2005.

Fiscal Year 2026 Flood Mitigation Assistance
Solicitation # DHS-26-MT-029-000-98
The Fiscal Year 2026 Flood Mitigation Assistance (FMA) grant program, solicitation number DHS-26-MT-029-000-98, is a federal funding opportunity administered by FEMA under the Department of Homeland Security. With total program funding of 400 million dollars and an expected 40 awards, the program aims to reduce or eliminate repetitive flood damage to buildings and structures insured by the National Flood Insurance Program (NFIP). Eligible applicants include states, U.S. territories, federally recognized tribal governments, and local governments. The program focuses on three primary objectives: building capability and capacity for future risk reduction, implementing localized flood risk reduction projects, and executing individual flood mitigation projects. Cost sharing is required for these awards, and the projected period of performance is 36 months from the date of the award. Applications must be submitted via the FEMA GO portal by February 26, 2027, at 3:00 p.m. Eastern Time. Applicants are required to maintain an active SAM.gov account, a Unique Entity ID (UEI), and an Employer Identification Number (EIN). FEMA utilizes a tiered priority system for awards, first funding eligible mitigation plans and technical assistance, followed by high-scoring project scoping subapplications, and finally other eligible subapplications based on their benefits to the NFIP. Evaluation is based on specific scoring factors, including the number of substantially damaged structures and active NFIP policies. Recipients must comply with the Build America, Buy America Act for infrastructure materials and adhere to strict environmental and historic preservation reviews. Performance is measured by targets including the selection of over 500 NFIP-insured properties and the avoidance of more than 900 million dollars in flood losses.

New Hampshire Clean Diesel Program
Solicitation # DES 2026-10
The New Hampshire Clean Diesel Program, administered by the Department of Environmental Services, is a solicitation for competitive grant applications to fund diesel emissions reduction projects within the state. With approximately 1,000,000 dollars available, the program operates on a rolling monthly basis to provide partial reimbursement for eligible projects. Eligible activities include the installation of EPA-certified remanufacture systems, EPA-verified idle reduction technologies, aerodynamic technologies, and low rolling resistance tires. A critical requirement for replacement projects is the permanent scrappage of old diesel units, which must be disabled by drilling a three-inch hole in the engine block and cutting through the frame rails. Additionally, electric vehicle supply equipment and certain idle reduction technologies must comply with Build America, Buy America sourcing requirements. Applications are evaluated using a 100-point scoring system, with bonus points available for alternative fuel use and projects benefiting priority New Hampshire communities. Non-profit and private entities must first pass a preliminary assessment by achieving a minimum impact score of four out of five regarding public and economic benefits. Because this is a partial reimbursement program, awardees must cover all project costs upfront and provide proof of payment to receive funds. Once awarded, replacement units must remain in service for at least five years to avoid potential reimbursement of the grant to the state. Recipients are also subject to a reporting schedule consisting of quarterly reports for two years followed by three annual reports.
