The Range Instrumentation Systems Program Office (RISPO) at Eglin Air Force Base is seeking information from National Information Assurance Program (NIAP)-certified IT evaluation laboratories concerning a candidate Security Filter and Verification Process (SFVP) product. RISPO has drafted a Protection Profile (PP) for the SFVP that meets Common Criteria Evaluation Assurance Level 3 with some areas at EAL 4 augmentation; this draft is currently under review by the National Security Agency with an expected completion in early April 2002. Upon PP approval, RISPO plans to pursue PP compliance certification for an actual SFVP candidate product and is requesting preliminary details from labs that could support the review and certification process. The requested information includes facility availability for PP review starting mid-April 2002, cost and schedule estimates for both PP approval and candidate product certification, evaluation location considerations, the expected documentation and support required from non-NIAP certified contractors, as well as the extent of contractor involvement in the product evaluation. This request is strictly for planning purposes and does not constitute a solicitation, contract award, or guarantee of funding. The government emphasizes that it does not intend to award a contract based on the information provided and will not pay for responses. The data collected from this Request for Information (RFI) may be shared with a Foreign Military Sales (FMS) customer who could use it to inform possible future procurements. The information may also support Air Force acquisition planning and documentation such as Statements of Work or performance specifications, and potentially be incorporated into future solicitations. Respondents are encouraged to submit non-proprietary information or clearly mark any proprietary content within 30 days of the announcement. Points of contact have been designated for submission and technical inquiries related to the RFI.
