The U.S. Department of Commerce's National Oceanic and Atmospheric Administration (NOAA), on behalf of the Bureau of Economic Analysis (BEA), intends to award a contract on a non-competitive basis to In-Stat, a division of Reed Elsevier Inc., for semiconductor manufacturing information and pricing data. This acquisition, conducted under the Federal Acquisition Regulation (FAR) part 13 Simplified Acquisition Procedures and justified under FAR subpart 6.302-1 as sourcing from the only responsible provider, aims to obtain detailed quarterly data on Intel Corporation's microprocessor chips. The data, spanning from 1993 to 2005, will include list prices, prices adjusted for bulk discounts, unit shipments, manufacturing costs, and chip attributes such as speed and technology. This comprehensive dataset will support BEA in refining its economic measurements, particularly the price deflators for semiconductor imports and exports, which are critical for accurate gross domestic product (GDP) estimates given the semiconductor industry's significant role in manufacturing value-added. Interested parties capable of fulfilling these requirements were invited to submit a written affirmative response within 10 days of the announcement, including detailed technical documentation demonstrating their ability to meet the specified data needs. Failure to respond would result in NOAA proceeding with the non-competitive contract award. The contract emphasizes the importance of granular, consistent, and longitudinal data critical for BEA’s economic analysis and forecasting, underscoring the priority of securing reliable information to assess trade price indexes in an industry vital to national economic assessments. The contracting officers, including Diane Trice and Morie E Gunter-Henderson, serve as points of contact for further information related to this procurement.

USC 253 (a) (1), - only responsible source and no other supplies of services will satisfy agency requirements. Statement of Work Section 1 - Introduction/Background BEA provides many economic measurements s part of the National Income and Product Accounts (NIPAs). The NIPAs are used for a variety of purposes in setting national economic policy and in forecasting and interpreting macroeconomic activity. They include gross domestic product (GDP), which is considered the most useful summary measure of the nation's production. BEA, as one of the world's leading statistical agencies, collects source data, conducts research and analysis, develops and implements estimation methodologies and disseminates statistics to the public. Section 2 - Statement of Objectives The BEA is the nation's economic accountant, producing measures such as GDP, one of the most important statistical releases for its effect on financial markets. The semiconductor industry is important for GDP estimates - where trade in semiconductor devices is one of the components - and for the industry accounts - the semiconductor industry is amoung industries with the highest value-added within manufacturing. The objective of this procurement is to obtain data on the operations, including prices, costs and unit sales of microprocessor chips for a key producer in the industry: Intel Corporation. These data will be used to assess the deflator for the value of imports and exports of semiconductor devices. These data must include a consistent set of data series for at least 10 years. The procurement of quarterly data on Intel's prices, costs, and unit sales and adjustment of the semiconductor trade price indexes is important in assessing the accuracy of our GDP estimates. The data must be quarterly, for highly granular product classes and must be available for at least 10 years. The Bureau of Economic Analysis will use these data to construct an adjustment to our price deflators for imports and exports of semiconductor devices. The following are the data requirements: 1. The data must be available quarterly 2. The time span covered must be 1993 - 2005 3. Data must be available for all of Intel's chips: desktop, mobile, and server. 4. The vendor will provide the following variables from their database for all of Intel's chips: a. List prices (as reported by Intel) b. Prices adjusted for bulk discounts c. Unit shipments d. Manufacturing cost e. Attributes of the chip (speed, cache, process, technology, and Intel chip family identifier). Interested parties who believe they can meet the Agency's requirement are requested to submit in writing an affirmative response; all responses must include detailed technical information and other technical literature demonstrating their ability to meet the above requirements. In your response you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
