AI Contract Overview

The contract involves a firm-fixed price, sole source procurement of $43,450 issued by the Fish & Wildlife Services, Region 7 Contracting and General Services under Simplified Acquisition Procedures. It is for ongoing restoration work focused on the Alaska Pigeon Guillemot seabird population, specifically involving colony count surveys and productivity monitoring in Prince William Sound. The Northern Research Technical Assistance Center (NORTAC) has been selected as the sole source contractor due to its unique qualifications and experience. NORTAC has conducted these surveys since 2014 in collaboration with the National Fish and Wildlife Foundation, the Exxon Valdez Oil Spill Trustees Council, and the US Fish and Wildlife Service. This organization possesses exclusive access to mapped colony plot locations and specialized knowledge essential for continuing this important environmental research. The Fish & Wildlife Service currently lacks the internal capacity to perform this critical monitoring and has come to rely on NORTAC's continued partnership, both for data collection and funding support. The decision to issue a sole source contract was justified under government authority citing limited sources and the advantages of leveraging NORTAC’s existing expertise and datasets. The contract falls under NAICS code 541620 for Environmental Consulting Services and was posted on April 27, 2022. The primary point of contact for this procurement is Tina Baker from the Fish & Wildlife Service. This notification serves as market research for potential future requirements and does not constitute a request for quotes or competitive proposals.

NUMBER: PR: 0040575259 POSTED DATE: 4/27/2022 SUBJECT: AK Pigeon Guillemot On-Going Restoration Project This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: Northern Research Technical Assistance Center; UEI DHMKGEJC4U75 FOR : $43,450 ON: 3 May 2022 NAICS: 541620 Environmental Consulting Services AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: From 2014-2018, Northern Research Technical Assistance Center (NORTAC) conducted seabird colony count surveys in Prince William Sound (PWS) for the National Fish and Wildlife Foundation in collaboration with the Exxon Valdez Oil Spill (EVOS) Trustees Council and the US Fish and Wildlife Service (FWS). Prior to NORTAC's involvement, the FWS was responsible for collecting and reporting these important data which are used to monitor broader trends in the Gulf of Alaska for the FWS and the EVOST Trustees Council. The FWS now lacks the capacity to continue this important research and has come to rely on partners for both data collection and funding. NORTAC is qualified to conduct this research because (i) they have conducted these surveys and data management since 2014 (including contractually with FWS, 2019, 2020, and 2021), (ii) are in sole possession of the mapped colony plot locations, and (iii) have the knowledge and experience conducting census counts and productivity monitoring of seabirds at specific locations in PWS.
