This solicitation, issued by the Department of the Interior’s Bureau of Reclamation (USBR) Regional Office in Sacramento, CA, seeks quotes to establish up to five Blanket Purchase Agreements (BPAs) for laboratory analysis services of soil, sediment, and water samples with both organic and inorganic parameter testing. The acquisition is unrestricted and uses NAICS code 541380 with a small business standard of $19 million, contemplating at least three BPAs awarded to small businesses. The contract term spans five years, from September 1, 2026, through August 31, 2031, including a base year and four option years. Vendors are requested to provide services for individual line items listed in the price schedule provided, recognizing that not all laboratories may support every test parameter. Contractors must maintain applicable Environmental Laboratory Accreditation Program certifications, particularly for California labs or equivalent credentials for those outside the state, with all laboratory analyses conducted in-house and no subcontracting permitted without prior USBR approval. Performance requirements include strict turnaround times: initial analysis within three weeks of sample receipt, first re-analysis within two weeks, and second re-analysis within one week, all within specified holding times to prevent the need for no-cost re-sampling and re-analysis. Data deliverables must comply with specified electronic reporting formats ensuring full traceability, and laboratories must participate in annual proficiency testing and pass mandatory QA audits. Award evaluations will weigh price, technical capability, and past performance, favoring laboratories situated within the USBR Interior Region 10 (California-Great Basin). Orders above $10,000 require warranted contracting officers' approval, and invoicing must be submitted monthly through the IPP electronic system. The total estimated BPA value is up to $2.5 million over five years, but no minimum purchase guarantees are provided. All quotes are due by July 9, 2026, to the contracting officer via email.
