Full Description
(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) Solicitation number 140R2026Q0053 is issued as a request for quote (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.
(iv) This acquisition will be solicited full and open with no set-aside. The NAICS code is 541380 and the size standard is $19.0 million. The Government intends to award up to five BPAs, of which at least three BPA awards to small businesses will be contemplated.
(v) The contract line items are listed in the price schedule of the solicitation package (see Attachment D ¿ Price Schedule). When providing a quote, please complete the price schedule for each line item that you provide laboratory services for. Reclamation understands not all vendors can provide all testing listed.
(vi) The contractor shall provide applicable Environmental Laboratory Accreditation Program Certification for labs located in CA and similar credential for labs outside CA. The certification should be for the laboratory that is performing the analyses.
(vii) The period of performance is estimated to be for 5 years, September 1, 2026 through August 31, 2031.
(viii) The provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. The quote package will consist of the price schedule, laboratory location, laboratory certification, and capability statement.
(ix) The provision 52.212-2, Evaluation-Commercial Products and Commercial Services, does apply to this acquisition. We will conduct a comparative evaluation based on price, approved laboratory, laboratory location, and past performance.
(x) The clause 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition. There are not any addenda to this clause.
(xi) All additional contract clauses and provisions are included in the attached solicitation package.
(xii) The Defense Priorities and Allocations System (DPAS) do not apply to this acquisition.
