B--Sole Source - Post-Rat Eradiation Monitoring at Palmyra Atoll NWR

There is no solicitation. The United States Fish and Wildlife Service, Contracting and General Services Division in Portland, OR has plans to award using other than full and open competition to Island Conservation, 2161 Delaware Ave Ste A, Santa Cruz, CA 95060 to provide a post-rat eradication monitoring at Palmyra Atoll National Wildlife Refuge to evaluate effects of the June 2011 rat removal and assess the suitability of Palmyra for the establishment of populations of endangered bird species. Island Conservation was the contractor who performed the initial rate eradication project at Palmyra Atoll and is the only source that could provide this post-rat eradication monitoring report. The Service intends to award Sole Source to Island Conservation, 2161 Delaware Ave Ste A, Santa Cruz, CA 95060. This synopsis is a notice of intent to issue award using other than full and open competition and is not a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW FAR 6.302-1.
