SPECIAL NOTICE OF INTENT TO SOLE SOURCE - AKC ENVIRONMENT

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to issue an award on a sole source basis (IAW FAR 13.106-1(b)(1)) to AKC Environment & Infrastructure PLLC, 19700 Ashley Ct, Livonia, MI 48152-4025, as the only responsible source that can provide data extraction and data manipulation from the Portland Harbor database accessible via the Environmental Protection Agency (EPA). The owner of AKC Environment and Infrastructure PLLC developed the Portland Harbor data base for EPA Region 10, and is the only source with the technical expertise of the structure and design of the immense database to perform the required task within the specified timeframe. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541330 with a Small Business Size Standard of 15 Million Dollars. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
