The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA), through its Bureau of Economic Analysis (BEA), plans to award a sole source purchase order to R.L. Polk & Co. for automotive statistical data covering U.S. vehicle registrations from 2002 to 2005. This acquisition aims to obtain detailed end-of-year data summarizing total registrations of new, used, and re-registered cars and trucks, categorized by sector and model year. The data is crucial for BEA’s efforts to enhance economic measurements related to personal consumption expenditures, a key component of gross domestic product that reflects consumer purchases within the economy. Motor vehicle statistics are significant for accurately estimating this economic indicator. The procurement is proceeding under a sole source justification in accordance with federal acquisition regulations, specifically FAR 6.302-1, and is not a competitive solicitation though industry responses demonstrating technical capability are invited for consideration. Interested parties must provide detailed technical documentation to show their ability to meet the requirement; otherwise, the agency will continue with the sole source award. The contract falls under NAICS code 511120, with the office located in Silver Spring, Maryland, and administrative contact available for further inquiries. The overall objective supports BEA’s strategic initiatives to improve national economic policy analysis by leveraging comprehensive and accurate automotive data.

Description: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO) intends to negotiate on behalf of the Bureau of Economic Analysis (BEA) to award a sole source purchase order, under the authority of 41 U.S.C. 253(c)(1), to R.L. Polk & Co.(Southfield, MI) to provide automotive statistical data. BEA, as one of the world's leading statistical agencies, collects source data, conducts research and analysis, develops and implements estimation methodologies, and disseminates statistics to the public. A major initiative within BEA's Strategic Plan is to improve many of the economic measurements used to set national economic policy, and forecast and interpret macroeconomic activity. The personal consumption expenditure (PCE) is a major component of gross domestic product, which is considered the most useful summary measure of the nation's production. PCE measures the goods and services purchased by the personal sector of the U.S. economy. Motor vehicles estimates are a major component of personal expenditure on the product side of the accounts. The objective of this acquisition is to obtain end of year data for 2002-2005 of U.S. summary of total registrations (new, used, and re-registered) broken out by sector and by model year for all cars and trucks (GVW 1-3). This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with policies and procedures set forth in the Federal Acquisition Regulation, Part 12 Acquisition of Commercial Items, and Part 13 Simplified Acquisition Procedures. This is not a request for competitive proposals. However, all information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties who believe they can meet the Agency's requirement are requested to submit in writing an affirmative response demonstrating their technical capabilities. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the agency proceeding as stated above.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
