The U.S. Army Contract Command, Natick Contracting Division, is seeking input from small businesses capable of performing detailed vitamin analyses on food products developed under a new NASA contract aimed at stabilizing foods for extended spaceflight. The contract involves comprehensive nutrient testing, particularly of vitamins A, B1, B2, B6, B9, B12, C, and E across multiple types of dried and thermally processed foods. The testing must comply with Nutritional Labeling and Education Act (NLEA) standards, use Association of Analytical Communities (AOAC) methods, follow ISO 17025 certification, and include rigorous replicates for each sample. The project spans an initial performance period of one year with two additional option years, involving multiple testing intervals that simulate long-term and accelerated storage conditions at various temperatures. Timely analysis and reporting are critical, with initial sample reports due within one week and subsequent analyses within three weeks of sample receipt. Interested firms are asked to submit a white paper demonstrating their qualifications, experience with the specified vitamin analyses, familiarity with AOAC and ISO standards, and their capacity to meet the demanding reporting schedule. The Government is also assessing whether to set aside the procurement for small businesses by gathering information on respondents' business size and certifications, including HUBZone and 8(a) status. This inquiry is not a solicitation, but a capability and interest survey to inform potential small business set-asides under NAICS code 541380 for testing laboratories. Responses are due via email by 12:00 EST on April 2, 2013, and failure to address all requested questions may impact the Government’s evaluation of a firm’s capabilities.
