B027-11 Merimere Liner Replacement

The City of Meriden is soliciting bids for the rehabilitation of the Merimere Water Filtration Plant, specifically focusing on the liner and underdrain systems of its two lagoons. The scope of work includes the removal and disposal of the sand, sludge, filter fabric, and geomembrane layers, as well as the repair of the underdrain system and the reconstruction of the access ramp. The contractor is responsible for furnishing and installing geomembrane liners and cap material on a lump sum basis, ensuring the gravel base is properly compacted and formed according to the Engineer of Record's design drawings and CTDEEP compliance standards. To minimize plant downtime, the City prefers this work be completed in conjunction with the Lagoon Rebuild Project. This project is funded by the Environmental Protection Agency through Grant Number 00A02002, making it subject to stringent federal and state regulations. Key requirements include compliance with the Davis-Bacon and Related Acts for prevailing wages, the American Iron and Steel (AIS) and Build America, Buy America (BABA) domestic preference provisions, and various civil rights and nondiscrimination statutes. Bidders must provide a bid bond of 10 percent of the bid amount, and the successful awardee must furnish performance and payment bonds equal to the contract price. The contract will be awarded to the lowest responsible bidder who submits all required qualifications, insurance certificates, and certifications, including the Byrd Anti-Lobbying Certification for awards exceeding 100,000 dollars.
