B11108 Hangar Repair

The U.S. Army Corps of Engineers Fort Worth District is seeking qualified small businesses to replace the fire protection, mass notification, sprinkler, and foam systems in Hangar 11108 at Biggs Army Airfield in El Paso, Texas. This 150,000-square-foot historic structure requires comprehensive upgrades to meet current life safety standards under NFPA 101 and UFC 1-201-02, potentially including modifications to egress components such as doors, hardware, and signage. The project is estimated at $23.4 million to $28.6 million with a 730-day performance period and will be awarded through a firm-fixed-price, design/build contract under the Highest Technically Rated with a Fair and Reasonable Price selection process. All respondents must be small businesses certified under FAR 19.5, with no more than 85% of the contract value paid to non-similarly situated subcontractors, and must demonstrate bonding capacity, past performance on comparable projects, and active SAM registration.
