This contract modification, executed on September 25, 2026, by the 21st Contracting Squadron at Peterson Space Force Base, awards additional work to Olgoonik Enterprises, LLC under the Front Range Multiple Award Construction Contract IDIQ. The modification to Task Order FA251725F0154 expands the original scope of HVAC work at Building 1142 to include roof replacement, lighting replacement, and interior finishes repair. The total value of this awarded modification is 1,355,810.00 dollars. The action was pursued as a sole-source procurement under the statutory authority of 10 U.S.C. 3204(a)(1), citing that Olgoonik Enterprises, LLC is the only responsible source capable of performing the work efficiently. This approach avoids additional mobilization costs and prevents warranty conflicts by utilizing a contractor already on-site with existing equipment and labor. The consolidation of these tasks ensures proper sequencing of integrated work, such as rooftop unit placement and ceiling replacement, while reducing overall mission impact and addressing urgent roof repair needs.

This document approves the award of a modification to a Firm Fixed Price (FFP) Task Order (TO) Under contract FA251720D0004 under the Front Range Multiple Award Construction Contract (FRMACC) Indefinite Delivery Indefinite Quantity (IDIQ). The current TO FA251725F0154 is to provide HVAC work at Building 1142 (Project TDKA 10-1128).  The intended action is to modify the current TO and include roof and lighting work for B1142.

The justification is to award a modification to aforementioned on-going TO as it is in the interest of efficiency and economy. It is economically sound due to heavy equipment rentals/laborers/etc. that are already scheduled to be on site, alleviating additional mobilization and demobilization costs for a potentially different contractor if competed and awarded other than sole-source.  This new requirement for roof replacement, lighting replacement, and interior finishes repair directly overlaps with ongoing work in the facility being performed by the current contractor. The Contractor is familiar with the facility, is in direct control of the construction schedule of HVAC replacement scope already awarded, and can execute the additional scope identified at a lower cost and shorter timeframe than other FRMACC contractors due to the efficiency of de-conflicting overlapping scopes. Positive impacts include assurance of proper sequencing of integrated work to avoid duplication of efforts and costs, elimination of warranty conflicts between contracts, and reduction of mission impact to execute consolidated scope in tandem in lieu of extended, multiple efforts displacing the mission owner on multiple occasions. Examples of overlapping scope with potential for duplicated costs and time include rooftop unit and associated curb placement/detailing on roof, roof-mounted utilities impacted by roof replacement, lighting and interior HVAC rework in tandem with ceiling replacement. Additionally, the roof conditions of this facility are in severe need of repair to mitigate ongoing mission impact in the facility, and are essential to be executed with urgency and without delay related to current awarded HVAC replacement work.

This modification was executed by the 21st Contracting Squadron, located at 135 Dover St, Bldg 350, Suite 2225, Peterson Space Force Base, CO 80914.

Olgoonik Enterprises, LLC (CAGE: 819A4) received the awarded modification for new work in the amount of $1,355,810.00.

The modification was executed on 09/25/2026.
