The Department of Commerce’s National Institute of Standards and Technology (NIST) in Boulder, Colorado, is procuring the complete demolition of Building 2A and site restoration under a Total Small Business Set-Aside contract with solicitation number 1333ND26RNB190025, issued as a negotiated RFP under NAICS code 238910. The work includes disconnecting all utilities—domestic water, sanitary sewer, gas, and compressed air—back to respective service points in adjacent Building 2, demolishing the entire superstructure, roof, foundation, and associated pavement, and removing all debris to an off-site facility. The scope further requires restoring the site to match adjacent elevations, installing a new concrete sidewalk, repaving vehicular surfaces with asphalt, restriping parking areas, and installing new parking lot luminaires. The contract mandates strict adherence to OSHA Lock-Out/Tag-Out standards, federal and state excavation regulations, and NIST’s site-specific safety, access control, and material standards. Performance is restricted to the NIST campus at 325 Broadway, Boulder, CO, with mobilization required within 10 calendar days of notice to proceed, and work anticipated to begin October 1, 2026. All proposals must include a detailed technical approach, Gantt chart schedule, comprehensive cost breakdown for CLINs 0001 and 0002, a Plan of Approach not exceeding 20 pages, and a completed Past Performance Questionnaire for up to three relevant projects. Offerors must be registered in SAM, possess a valid UEI and CAGE code, and submit an SF 1442 signed by an authorized official with a lump sum price on Page 4. The solicitation enforces a Firm Fixed-Price structure with award based on best value, where technical approach and schedule are equally weighted and collectively more important than past performance, and all non-price factors combined outweigh price. Invoicing must be submitted electronically to INVOICE@NIST.GOV with strict requirements including contract number, UEI, CLIN, detailed cost breakdown, and cumulative invoicing, subject to Contracting Officer approval. The contractor must provide an approved Site-Specific Safety Plan prior to receiving a Notice to Proceed and comply with NIST’s restricted campus protocols, including badge access and adherence to all safety and waste disposal regulations. Insurance requirements include workers’ compensation, automobile liability, and aircraft liability coverage with minimums of $
