B6030 A/C Roof Repair

This contract is for the complete replacement of the existing standing seam metal roof on Building B6030 at Dyess Air Force Base, Texas, with a new prefinished standing seam metal roof system sourced entirely from a single manufacturer to ensure full compatibility and to guarantee a minimum 20-year, No Dollar Limit leak-proof warranty that includes compliance with UL-90 wind load standards. The project covers an approximately 24,823 square foot roof area and includes removal of the existing Lightning Protection System without reinstallation, along with proper disposal and accurate accounting of construction and demolition waste. Performance must be completed within 180 calendar days from the Notice to Proceed, with all work conducted while maintaining full operational status of the facility, requiring strict phasing to prevent water intrusion at the end of each workday. Materials must be delivered and stored dry and off the ground, and all work must adhere to applicable federal, state, and local safety, environmental, and hazardous materials regulations, including OSHA, CERCLA, EPCRA, HMTA, and the Texas Hazards Communication Act. Contractors are required to implement an Environmental Management System compliant with FAR 52.223-19, complete Air Force-provided EMS awareness training, maintain up-to-date hazardous material inventories and Safety Data Sheets, and provide emergency eyewash stations at all mixing locations. Immediate notification of any hazardous substance release is mandatory to the Contracting Officer’s Representative, Fire Department, and Contracting Officer. The solicitation is a Total Small Business Set-Aside under NAICS Code 238160, and evaluation will be based solely on the lowest technically acceptable price. All proposals are due by 4:00 PM CST on July 31, 2026, with inquiries due by July 22, 2026, and a mandatory site visit scheduled for July 20, 2026. No legal liability for payment by the government arises until appropriated funds are made available and the contractor receives written confirmation of funding availability from the Contracting Officer.
