AI Contract Overview
This contract, identified as solicitation FA466126R0007, is a total small business set-aside under NAICS code 238160 for the complete replacement of the standing seam metal roof on Building B6030 at Dyess Air Force Base, Texas. The scope includes removing the existing roof, which dates back to 1984 and 1988 and has deteriorated from vegetation damage, corrosion, and finish degradation, and installing a new, prefinished, standing seam metal roof system sourced entirely from a single manufacturer to ensure full compatibility and a minimum 20-year, no-dollar-limit leak-proof warranty covering UL-90 wind load parameters. The project involves approximately 24,823 square feet of roofing across multiple zones of the building, with requirements to remove and not reinstall the existing lightning protection system, phase work to prevent water intrusion during construction, and ensure all debris, metal filings, oils, and sealants are thoroughly cleaned from the surface prior to acceptance. Contractors must have a minimum of ten years of fabricator experience and two years of installer experience with this specific roofing system, and must submit quality certifications, laboratory QA/QC data, product samples, detailed engineering drawings, and a signed certification of truthfulness under penalty of law. The evaluation will be based strictly on the lowest technically acceptable price, with no weighting of factors beyond compliance with specifications. The period of performance is 180 calendar days from the Notice to Proceed, and site visits are scheduled for July 20, 2026, requiring base access requests be submitted by July 16, 2026. All technical questions must be submitted by July 22, 2026, and proposals are due August 6, 2026. The contract includes mandatory environmental compliance with CAA, OSHA, CERCLA, EPCRA, HMTA, and Texas state codes, requiring hazardous material inventories, SDS records, emergency eyewash stations, strict spill reporting protocols, and adherence to stormwater and air emission controls. An Environmental Management System compliance training is required prior to work commencement, coordinated through 7 CES/CEIE, and a Final Disposition Report and Customer Service Inspection Certificate must be submitted for acceptance. The government’s obligation is contingent solely upon the availability of appropriated funds, with no liability arising until written confirmation of funding is provided.
