The contract solicitation FA446026Q0009 is a total small business set-aside under NAICS code 337920 for the procurement and installation of blackout roller blinds and drapery across 85 windows in Building 854 at Little Rock Air Force Base, Arkansas. The work is tied to the post-renovation utilization of the dormitory building and must be completed within 180 calendar days from the date of award, with delivery and inspection occurring at the destination on base. All pricing is structured under a firm fixed price arrangement, though specific unit prices and total contract value are not provided in the solicitation. The solicitation has been amended to extend the response deadline to July 21, 2026, at 2:00 PM CDT, with answers to questions already posted to facilitate fair competition. Proposals must be submitted electronically via email to designated points of contact and must include a technical description, detailed pricing, warranty terms, SAM.gov information, CAGE code, and past performance data as required. The contract includes a robust set of compliance obligations rooted in the Federal Acquisition Regulation and Department of Defense directives, particularly surrounding cybersecurity, supply chain security, and contractor access to military installations. Offerors must comply with clauses mandating safeguarding of covered defense information, prohibitions on acquiring certain telecommunications equipment, and adherence to Buy American standards. Contractors must also satisfy stringent access protocols for Little Rock AFB, including obtaining base identification badges and vehicle passes, submitting written requests for personnel access, and providing emergency contact information for the Mass Notification System. Failure to comply may result in withholding of final payment. Evaluation for award is based on an approximately equal balance of price and technical capability, using an acceptable/unacceptable technical rating standard, with selection determined by the most advantageous proposal under a trade-off process rather than strictly lowest price. All work must conform to Air Force occupational safety and health requirements and environmental regulations, with no specific packaging or labeling standards beyond general preservation codes referenced. Payment will be processed through Wide Area WorkFlow (WAWF) using the designated DoDAAC F87700, and no legal liability arises until appropriated funds are officially made available and confirmed in writing to the contractor.
