AI Contract Overview
The contract, issued as Broad Agency Announcement (BAA) W15QKN-26-S-1AZR by the U.S. Army Combat Capabilities Development Command Armaments Center (DEVCOM AC) at Picatinny Arsenal, New Jersey, solicits research and development proposals focused on advancing emerging technologies related to weapons, munitions, and soldier lethality systems. Valid through March 4, 2031, this continuously open BAA encourages submissions of innovative white papers and detailed proposals that promote scientific study and experimentation directed at enhancing armament technologies. The program emphasizes collaboration with industry and academia, targeting comprehensive technology needs across product life cycles. The announcement explicitly operates under full and open competition provisions per FAR 6.102(d)(2) and complies with applicable federal laws prohibiting discrimination. Offerors are advised to contact designated technical points of contact prior to submission to ensure alignment with the BAA’s scope and requirements. Proposals should ideally cover up to three years of performance with annual work summaries, facilitating incremental funding and award negotiations. The submission process includes an initial white paper evaluation followed by invitation to submit a full proposal, with the understanding that proposal costs are not directly reimbursable but may be included as indirect costs. Evaluation criteria prioritize the scientific and technical merit, relevance to Army missions, offeror capabilities and experience, qualifications of key personnel, past performance, and cost realism. The government applies a best-value trade-off approach, valuing technical excellence alongside cost considerations without using a lowest-price technically acceptable standard. Special contract requirements include adherence to security protocols, potential need for SECRET clearances, technology protection plans, and disclosures to mitigate organizational conflicts of interest. Proposals must address the environmental impacts and usage of ozone-depleting substances as mandated, and all offerors must maintain current registration in the Systems for Award Management (SAM) database. Administrative and technical contacts are clearly identified to support proposal preparation, with formal amendments and updates posted on sam.gov throughout the BAA’s open period.
