Backflow Testing, Repairs, And Replacements

The Cosumnes Community Services District is soliciting bids for a one-year contract, commencing February 1, 2027, to provide annual backflow testing, repairs, and replacements for facilities and properties in Elk Grove, California. The agreement includes the option for two additional 12-month extensions. The selected contractor will be responsible for testing devices according to industry standards, providing electronic PDF test reports within 10 days of passing tests, and mapping the latitude and longitude of new or un-plotted devices. All testers must hold a current CA/NV AWWA Prevention Assembly Tester certification and maintain valid licensure under the Business and Professions Code. Award will be based on the bid deemed most advantageous to the District, with mandatory requirements including lump sum pricing, proof of registration with the California Department of Industrial Relations, and compliance with prevailing wage laws. Contractors must maintain significant insurance coverages, including 2 million dollars per occurrence for Commercial General Liability and 1 million dollars for Automobile Liability and Workers Compensation. Invoicing is restricted to two submissions per month, with repair and replacement work billed separately from testing services.
