AI Contract Overview
The contract calls for the procurement of CSF drainage bags, specifically identified by NSN 6515-01-523-8467, in unit of issue packages of five, intended for use with external drainage systems both with and without EVD catheters. All units must be packaged in commercial-quality sealed containers designed to protect against damage or breakage, with exterior shipping containers configured for safe, cost-effective delivery to Travis Air Force Base, California, 94535-1825. Packaging and marking must adhere strictly to Medical Marking Standard No. 1, which supersedes MIL-STD-129 for all medical acquisitions, though MIL-STD-129 remains applicable for items containing radioactive materials; packaging and preservation must also meet MIL-STD-2073-1E requirements as outlined in special instructions MPWN00001. Delivery is required within 20 days after order placement under FOB Destination terms, making the contractor responsible for all transportation costs and risks until receipt at the designated location. The solicitation, issued under SPE2DS-26-T-035V, mandates full compliance with DLA’s technical and quality requirements and requires electronic submission through DIBBS by May 6, 2026, with invoicing and receiving reports processed exclusively via Wide Area WorkFlow. The product is classified as a medical device under FDA regulations and must meet applicable clinical safety and quality standards, including hazard communication compliance per 29 CFR 1910.1200. Cybersecurity obligations are stringent, requiring implementation of NIST SP 800-171 controls to safeguard Covered Defense Information, timely reporting of cyber incidents within 72 hours, and adherence to data handling, disclosure, and work product control clauses. Offerors must maintain active System for Award Management registration with current UEI and CAGE codes, and must affirm or deny their small business status and socioeconomic certifications. Contractors are bound by ethical clauses including whistleblower protections, restrictions on compensation to former DoD officials, and prohibitions against improper disclosure of information. The contract type remains unspecified, but the use of deviations from standard FAR clauses indicates tailored administrative requirements, and no pricing data is provided, leaving cost to be determined through competitive proposal.
