The contract encompasses the procurement of 1,000 specimen bags, each measuring 6x9 inches, made of clear polyethylene plastic, and designed for the secure transport of laboratory specimens. Each bag features a zipper closure, biohazard labeling, and an attached document pouch for paperwork, meeting the specific needs of medical logistics within the Department of Defense. The units are to be packaged commercially in sealed containers that protect against damage and breakage, with exterior shipping containers ensuring safe, cost-effective delivery via common carriers to Vandenberg Air Force Base, California, under FOB destination terms. All packaging and marking must adhere to the Medical Marking Standard No. 1, which supersedes MIL-STD-129 for medical items, and preservation and packing must comply with MIL-STD-2073-1E. Barcoding and labeling requirements are strictly governed by MMS NO. 1, and contractors must ensure full compliance with DLA’s technical and quality requirements as outlined in the DLA Master List. Delivery is required within 20 days after award, with a final delivery deadline of April 30, 2026. The acquisition is conducted under simplified procedures as a Firm Fixed Price contract, with payment processed exclusively through WAWF. Compliance with cybersecurity regulations is mandatory, including adherence to NIST SP 800-171 for safeguarding controlled unclassified information, submission of system security assessments to the Supplier Performance Risk System, and flow-down of applicable DFARS clauses to subcontractors. Offerors must hold a valid UEI and CAGE code, and certify their socioeconomic status if claiming small business, HUBZone, WOSB, or veteran-owned status. Additionally, contractors must provide Material Safety Data Sheets for any hazardous materials, and all submissions must be made electronically through the DIBBS portal by the response deadline of May 6, 2026. The contract includes clauses covering payment levies, whistleblower rights, cybersecurity incident reporting, and restrictions on covered defense telecommunications equipment. Government inspection and acceptance will occur at the delivery point, and failure to meet any technical, packaging, or cybersecurity requirement may result in non-acceptance.
