Hillsborough County intends to award a sole source procurement to Fire Armor L.L.C. for the one-time purchase of ballistic equipment kits totaling 91,558.86 dollars. This acquisition is designed to standardize equipment across the Fire Rescue Department by adding to the 585 sets already in use, ensuring all personnel have consistent, NIJ-certified 360-degree protection. The procurement follows Section 3-205(2)(b) of the County Procurement Policy because Fire Armor L.L.C. is the sole manufacturer and provider of this specific armor system. Under solicitation number SS-26-00395, the county has provided a window for other contractors to challenge the sole source award by submitting evidence of their ability to provide identical proprietary goods. All challenges must be submitted via the EUNA Procurement system by the deadline of September 8, 2026. If no valid challenges are received to establish bona fide competition, the award will likely be granted to Fire Armor L.L.C.

Hillsborough County intends to recommend the award of a sole source procurement to Fire Armor L.L.C. for the purchase of ballistic equipment kits for a one (1)-time purchase at a total cost of $91,558.86. Hillsborough County’s Fire Rescue Department already possesses 585 sets of this equipment, and the additional sets will allow more vehicles to be outfitted with identical ballistic gear, ensuring operational consistency and standardization across the department. This alignment helps ensure personnel have appropriate protection in high‑risk situations. The continued use of Fire Armor ballistic systems is based on their NIJ certification, comprehensive 360‑degree protection, and their compliance with all operational, safety, training, and compatibility requirements for Fire Rescue personnel. This procurement is being made in accordance with Section 3‑205(2)(b) of the County’s Procurement Policy, as Fire Armor L.L.C. is the manufacturer and sole provider of this armor system. The County reserves the right to extend the term, adjust the scope of services as conditions or requirements evolve, and increase the resulting award as needed.
This notice of intent is not a request for competitive proposals/bids.
Contractors who are able and interested in providing all the identified propriety parts and goods must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.

Solicitation # RFI-27-00004
The Hillsborough County Property Appraiser is conducting market research through Request for Information RFI-27-00004 to identify experienced vendors and Florida-compliant Computer Assisted Mass Appraisal (CAMA) platforms. The primary objective is to replace the agency's legacy CustomCAMA software with a modern system capable of supporting core appraisal business functions, including Income Approach valuation, Multiple Regression Analysis, and condominium management. This initiative is purely exploratory for informational and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. Key technical requirements include native integration with Esri ArcGIS software, support for Google Street View, Picometry, and Near Map, and the use of cloud hosting models. The system must strictly adhere to Florida Statutes, specifically regarding Save Our Homes caps and TRIM processing. Security is a critical priority, requiring all data and backup centers to be located within the continental United States, support for SAML 2.0 / Azure AD for Single Sign-On and Multi-Factor Authentication, and rigorous data privacy controls. These controls must include role-based access and automated redaction to comply with Florida Chapter 119 confidentiality and exemption rules. Responses are due by November 6, 2026.
