This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is set-aside 100% for small business. North American Industrial Classification Standard 448190 applies to this solicitation; business size standard is $20.5m. The following is needed: -Ballistic Plates/Panels (Must come as a set of two plates, weigh less than two pounds per plate, compliant to National Institute of Justice (NIJ) Standard 0101.06 Ballistic Resistance of Personal Body Armor for Type IIIA classification, possess a SAPI or similar cut and come in sizes medium, large and extra large. Must be heat sealed.) Needed sizes: 8PR, XL 8PR, L 5PR, M Plates will be put into existing T-3 Geronimo plate carriers. The MN ANG will be procuring this as a - Best Value' procurement in accordance with the following evaluation factors: Provision 52.212-2 Evaluation-Commercial Items is amended to read: - Evaluation Factors and Sub Factors: -Price -Past Performance -Technical Capability (innovative plate types) All factors are of equal weight.
