This solicitation for Class A Shirts is being issued as Request for Proposal (RFP) number HQ0034-14-R-0144. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-74. The anticipated award date is August 20, 2014. Background: The Pentagon Force Protection Agency (PFPA) provides police, security, and force protection services to Department of Defense (DoD) employees and facilities throughout the greater Washington, DC, National Capital Region. For approximately ten years, Blauer Manufacturing Co., Inc. supplied PFPA with custom poly-rayon, heather grey, Class A shirts. This RFP is open to all responsible, qualified businesses. Note that the Berry Amendment is not applicable to this requirement; however, the Buy American Act (BAA) is applicable. Therefore, the Government will only consider offers from businesses that are compliant with, or meet an exception to, the BAA. The initial delivery to Alexandria, Virginia shall occur on or before September 20, 2014. The Government may place additional orders, up to a total of $100,000, through August 19, 2019. Request for White Papers: Intelligence Resource Execution and Oversight (Project Argus)
Solicitation # HQ0034279R001
The Under Secretary of War for Intelligence and Security (USW(I&S)) is seeking a prototype solution under Project Argus to replace the legacy Budget and Intelligence Related Database (BIRD). The objective is to implement a modern, flexible, and extensible platform for the ingestion, cataloguing, analysis, and visualization of intelligence resource data to support senior leader decision-making and reduce manual workloads. Core requirements include a financial management query tool supported by Super Intelligence, user-defined visual dashboards, and a Congressional Justification Book (CJB) Generator. The system must be capable of operating across multiple classification levels, from unclassified development to Secret and Top Secret networks, and must remain transportable and operable across Impact Levels 2 through 7. The project requires a high level of security compliance, including TS/SCI facility and personnel clearances, and adherence to the Risk Management Framework, NIST, and DISA STIGs. Performance will take place primarily at the Pentagon and contractor-provided sites, with a requirement for direct, on-site engagement between developers and government analysts. The proposed system should be ready for deployment by September 2027, with the contractor providing at least 12 months of on-site sustainment following transition. If the new system is not ready by the deadline, the contractor must be able to sustain the legacy BIRD system on-site. This acquisition is being conducted via a structured competitive process using Other Transaction authorities. Interested respondents must submit a white paper by November 13, 2026, which will be evaluated in phases based on relevance, technical merit, feasibility, and schedule. Award decisions will be based on Best Value, considering technical merit, cost, and the potential benefits to the Government.
