The Defense Prisoner of War/Missing in Action Accounting Agency (DPAA) conducts global research, investigation, recovery, and laboratory operations to identify and account for unaccounted-for Department of Defense (DoD) personnel from past conflicts. These efforts support the DoD personnel  accounting mission.

DPAA was established on January 30, 2015; however, its predecessor organizations have supported the personnel accounting mission for decades. DPAA operates a satellite laboratory at Offutt Air Force Base, Nebraska, which opened in June 2013. DPAA also maintains permanent detachments that support host-nation access, logistics, and in-country requirements for investigation and recovery operations. These detachments include Detachment 1 in Bangkok, Thailand; Detachment 2 in Hanoi, Vietnam; Detachment 3 in Vientiane, Laos; and Detachment Europe in Miesau, Germany.

DPAA Scientific Analysis (SA), also referred to as the DPAA laboratory, is a large and diverse forensic skeletal laboratory staffed by forensic anthropologists, archaeologists, and odontologists. The laboratory performs scientific analysis to support the identification of missing personnel. In 2003, the laboratory became the second Federal laboratory to achieve accreditation under the American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) International Standards Program. Laboratory accreditation supports the DoD Defense Forensic Enterprise program and is consistent with DoD Directive 5110.10, Defense POW/MIA Accounting Agency (DPAA).

DPAA regional directorates, including the Indo-Pacific (IP) Directorate and Europe-Mediterranean (EM) Directorate, conduct complex historical research and archaeological analysis in support of recovery, investigation, and disinterment missions. The regional directorates plan and execute field investigations and recovery operations worldwide. The Partnerships and Innovations Directorate supports these global field operations.

This contract supports DPAA laboratory and regional-directorate requirements necessary to advance the Agency’s mission of accounting for as many missing service members as feasible each year. DPAA’s planning objective is to maintain the capacity and capability to account for 200 or more individuals annually.

Q301--NEW – STX Specialized Molecular Residual Disease Testing
Solicitation # 36C25727Q0058
The Department of Veterans Affairs, Network Contracting Office 17, intends to award a sole-source, Indefinite Delivery Indefinite Quantity (IDIQ) Firm-Fixed-Price contract to Natera, Inc. for proprietary molecular genetic reference testing services. These services are essential for evaluating and monitoring transplant patients and cancer residual disease through the use of the Prospera molecular expression transplant assessment test and the Signatera Residual Disease Test (MRD). The government has identified Natera, Inc. as the sole provider because they possess the exclusive proprietary methodologies, assays, and bioinformatics platforms required to perform these specific tests, with no authorized distributors or alternative clinical sources available. The scope of work includes an estimated quantity of 35 Signatera tests (CPT Codes 81479, 81455) and 25 Prospera tests (CPT Code 81479). The contract will span five ordering periods, with performance taking place at VA facilities within VISN 17 in Texas. While this notice is not a formal request for quotes, interested parties may submit capability statements to Susan Flores by November 2, 2026, to demonstrate the existence of an equivalent proprietary test. The government retains discretion on whether to compete the requirement based on the responses received.

Request for White Papers: Intelligence Resource Execution and Oversight (Project Argus)
Solicitation # HQ0034279R001
The Under Secretary of War for Intelligence and Security (USW(I&S)) is seeking a prototype solution under Project Argus to replace the legacy Budget and Intelligence Related Database (BIRD). The objective is to implement a modern, flexible, and extensible platform for the ingestion, cataloguing, analysis, and visualization of intelligence resource data to support senior leader decision-making and reduce manual workloads. Core requirements include a financial management query tool supported by Super Intelligence, user-defined visual dashboards, and a Congressional Justification Book (CJB) Generator. The system must be capable of operating across multiple classification levels, from unclassified development to Secret and Top Secret networks, and must remain transportable and operable across Impact Levels 2 through 7. The project requires a high level of security compliance, including TS/SCI facility and personnel clearances, and adherence to the Risk Management Framework, NIST, and DISA STIGs. Performance will take place primarily at the Pentagon and contractor-provided sites, with a requirement for direct, on-site engagement between developers and government analysts. The proposed system should be ready for deployment by September 2027, with the contractor providing at least 12 months of on-site sustainment following transition. If the new system is not ready by the deadline, the contractor must be able to sustain the legacy BIRD system on-site. This acquisition is being conducted via a structured competitive process using Other Transaction authorities. Interested respondents must submit a white paper by November 13, 2026, which will be evaluated in phases based on relevance, technical merit, feasibility, and schedule. Award decisions will be based on Best Value, considering technical merit, cost, and the potential benefits to the Government.
