Full Description

This is a Pre-Solicitation Notice This project will be announced as W912DR-19-B-0012. Project Description: Baltimore Harbor Maintenance Dredging, Virginia Channels - York Spit The Government intends to solicit an Invitation for Bid (IFB) for dredging portions of the York Spit Federal Navigation Channel. It is anticipated the work would be performed in the Fall-Winter of 2019- 2020. The Magnitude of Construction is between $10,000,000 and $25,000,000. The North American Industry Classification System code for this procurement is 237990 which has a small business size standard of $27,500,000. This will be an unrestricted procurement. The Government will require a contractor to provide all labor, material and equipment to dredge to a required depth of 51 feet MLLW with one to two feet of allowable overdepth. The dredging involves approximately 2,000,000 to 2,500,000 cubic yards of material, including allowable overdepth dredging. The work shall be performed by a hopper dredge with all dredged material transported and placed in the designated Government-furnished placement area at Wolf Trap Alternate Placement Site, Northern Extension. Large hopper dredges are required to remove the dredged material from the channel and haul the material to the placement site. A large portion of the work may be performed during the winter months when weather conditions are most severe. Work will also be accomplished in a heavy commercial waterway supporting the Port of Baltimore. The material will be dredged by hopper and placed within an anticipated performance period of no more than 180 calendar days from receipt of Notice-to-Proceed. The solicitation will be provided in an electronic format, free of charge on or about 15 August 2019, to all authenticated account holders registered with the Federal Business Opportunities (FBO) System. Please note that all US Army Corps of Engineers acquisitions are considered sensitive, but unclassified documents and require users to have valid MPIN entered in the FBO systems to access package. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. No phone or fax request for copy of solicitation will be accepted. Bids can be submitted after the solicitation announcement by mail to: U. S.
