Description
(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
Solicitation number 15B10126Q00000020 is issued as a Request for Quotes (RFQ) for the necessary equipment, tools, labor, materials, supervision and warranties necessary to recondition two (2) designated water tanks on the grounds of the Federal Prison Camp Alderson, in accordance with the specifications and the attached Statement of Work.
This acquisition is Unrestricted.
This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
Any and all information will be posted to the General Services Administration website: www.sam.gov. All future information about this acquisition, including amendments, awards and cancellations will also be distributed through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this solicitation. Vendors dealing in the similar trade are encouraged to participate in this Solicitation.
(ii & iii) See attached Statement of Work for a full description of requirements, including specifications and quantities. Offerors must include a specification sheet and any submittal information about the service(s) &/or product(s) offered in their quote.
(iv) Location of Service: All work shall be performed at 1 Glen Ray Road, Alderson, WV 24910. The contractor shall coordinate access with the designated Government representative. The Government reserves the right to inspect all products delivered and services performed, either at the time of performance or at a later date, to verify compliance with contract requirements. Payment will be made only for services determined to be acceptable and in accordance with the specifications. Any services found to be nonconforming, deficient, or performed outside the agreed‑upon specifications shall be corrected by the contractor at no additional cost to the Government.
Questions: All questions must be submitted in writing to arhedrick@bop.gov, no later than June 15, 2026, at 12:00 PM EST to allow time for response(s).

(vii) Quotation Deadline: All interested offerors shall submit bids via email to ARHedrick@bop.gov before June 19, 2026, at 2:00 pm EST.
Faxed and hand-delivered bids will not be accepted.
(viii) Additional Requirements:
- Site Visit: A site visit will be held at FPC Alderson on June 11, 2026, at 9:00 AM EST to allow interested vendors the opportunity to examine existing conditions and the work area. Attendance is encouraged but not mandatory. Vendors wishing to attend must submit NCIC background check forms for all proposed attendees by June 8, 2026 to arhedrick@bop.gov. Only individuals who have received prior approval will be permitted to enter the facility.
- The bidded service(s) and equipment shall comply with all Federal, state, and local regulations, codes, and standards, including the latest editions of the International Building Code, NFPA, Life Safety Code, OSHA, American Correctional Association Standards, and other relevant regulations. Manufacturers’ recommendations will be required to be implemented.
- Offerors: Each offeror must be registered in www.SAM.gov and must complete the necessary representations and certifications at the time of submitting their quotation.
- The contractor (& any subcontractors, if applicable) must be reputable, holding vaid and current contracting licenses, and if requested, offerors must provide certification and documented proof of experience, demonstrating competency in executing the project. Proof must be provided to the Contracting Officer (CO) or COR upon request.
- Evaluation Criteria: The Government anticipates awarding a firm-fixed-price (FFP) contract. Bids from all potential offerors will be accepted based upon the government’s evaluation of genuine quality, capability, and competitive price. A history of default, termination for cause, or chronic performance issues may be grounds for rejection. Technical acceptability, past performance and price will be evaluated in accordance with the 52.212-2 Evaluation-Commercial Products and Commercial Services.
Additional Information Not Included in SOW:
- The tanks were built in 2005.
- The ground tank is 46’6” in diameter and 32’ tall, and can be out of service for as much time as needed to complete that portion of the project.
- The elevated tank is 199’ tall and we do not have a diameter at this time. This tank can not be out of service for more than 72 hours at a time and a Plan of Action must be submitted for a phased approach of conducting the reconditioning.
