The Ohio Department of Natural Resources (ODNR) manages campgrounds at 76 State Parks, with over 8,970 campsites. This project is a continuation of the ongoing campground improvements that began in 2015. ODNR is seeking professional design services for the design and construction administration required for this project. The design for this project will include investigation and assessments of existing utilities/infrastructure (water, sewer, storm drainage, electric, paving) that will support the planned new building. This assessment will consider the condition of materials, sources of service, capacity, and expansion potential. The intent of the project is to construct a new building that will include camp-store retail space along with storage and office areas as determined during the design process. The project will also raze and remove the existing, unused shower house. Additionally, as funding allows, the existing check-in building, which currently serves as the check-in area, camp store, and office space—will be remodeled to better support the needs of the campground. Public and client use requirements will be defined through the development of a Program of Requirements. ADA accessibility, public appearance, Life Cycle Cost Analysis considerations and the development of potentially multiple creative design concepts will all be incorporated in the design process. Due to the existing building being demolished due to its age, a Hazardous Materials Assessment will be included. Additionally, landscape improvements around the Camp-store and Check-in area to include possible outdoor patio area will be part of the project. Phased construction efforts to maintain Camp-store and Check-in functionality need to be considered throughout the design process. Project team will need to coordinate with other park improvement projects including a parkwide waterline replacement project, parkwide road rehabilitation project and campground improvements. As scope and associated costs are refined, scope and budget may be added or removed as ODNR initiatives and funding allow.
Scope of Services: The development of a Program of Requirements (POR) will be included as part of the Professional Design as an Additional Service. The project scope will be evaluated, prioritized, and defined to align with the project budget. Evaluation of the project construction schedule will also be part of the POR stage. Upon award of the Agreement, the selected firm will commence by developing the Program of Requirements. The selected firm shall apply for and obtain all necessary regulatory permits, maintain current estimates of probable construction costs through the design phase, and provide construction administration services. Permitting and/or coordination with United States Army Corps of Engineers (USACE), United States Fish and Wildlife Service (USFWS), ODNR Dam Safety Program, ODNR Division of Wildlife, Ohio Environmental Protection Agency (OEPA), State Historic Preservation Office (SHPO), and the local floodplain administrators will be required. The selected firm will provide the engineering analysis and calculations needed to advance the design, including structural, geotechnical, and hydraulics engineering. All design and construction shall comply with the current editions of all applicable national, state, and local codes, as well as accessibility standards, including ADA, ICC A117.1, and the ABA Outdoor Developed Areas Guidelines. The Ohio Department of Natural Resources Division of Engineering has developed a set of design guidelines for construction projects. It is expected that all architects, engineers, consultants, and contractors will be familiar with these design guidelines which will serve as the preference for all construction projects when developing final project specifications. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the A/E Agreement detailed cost components to address the Owner’s project requirements. Participate in the Encouraging Diversity, Growth & Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification, Schematic Design, Design Development, Construction Document Preparation, develop & maintain estimates of probable construction cost, value engineering, project schedules & construction schedules, Life Cycle Cost Analysis (LCCA) reports, GIS As-built deliverables Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types. Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services required for each. A copy of the standard Agreement can be obtained at the OFCC website at https://ofcc.ohio.gov. During the construction period, provide not less than 12 hours (excluding travel time) on-site construction administration services each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-site representation comprised of the A/E and its consultant staff involved in the primary design of the project, all having relevant and appropriate types of construction administration experience. For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (Form F110-330), below is a list of relevant scope of work requirements for this RFQ: 1. Experience with similar scope (campground operation facilities). 2. Experience with environmental permitting and cultural resources assessment services. 3. Ability to manage design and construction projects in an occupied State Park setting. 4. Experience with public facing and architecturally unique building design concepts. 5. Experience with coordinating multiple projects in a occupied area. 6. Ability to design project scope within budget in current market conditions with regional cost factors. 7. Experience with interior design for retail space. 8. Experience managing the State of Ohio contract documents and OAKS CI. 9. Experience with ODNR Capital improvement projects. 10. Experience developing public use facilities able to endure inherent heavy wear and demanding conditions.
