DLA Weapons Support at Aberdeen is issuing a Request for Proposal (RFP) for a five (5) year no option years, Firm-Fixed Price (FFP), Indefinite-Delivery/Indefinite-Quantity (ID/IQ) type contract, with a proposed maximum contract value of $17,821,302.18



The proposed action is for the acquisition of Universal Helmet Mount Assembly (uHMA), NSN: 5855-01-680-8536, The uHMA is a component of the Enhanced Night Vision Goggle III (ENVG III), AN/PSQ-40, and the Enhanced Night Vision Goggle-Binocular (ENVG-B), AN/PSQ-42, AN/PSQ-43, and AN/PSQ-44.



The ENVG III and ENVG-B are both helmet mounted devices that provide the user with Night Vision, Thermal, and Fusion image capability. The fusion image is the combination of night vision created by amplifying ambient light (moon, stars, skyglow, etc.) and the thermal image is created by detecting and processing heat signatures of people or objects in the field of view into a single image. The uHMA is used to mount the ENVG III or ENVG-B and their battery packs to the soldier’s helmet and provide power to the goggle. It also carries data to and from the goggle used during rapid target acquisition capability.



The only government approved sourse is Wilcox Industries Corp.

The anticipated hardware ship to location will be W25G1U, New Cumberland, PA. The Government required delivery are listed in the solicitation.



Based on market research, this is a commercial item based on the definition of a commercial item as listed in FAR 2.101. FAR Part 12 will apply to this acquisition. This acquisition will not be set aside for a small business.
