Universal Helmet Mount Assembly (uHMA)

The U.S. Department of Defense, through DLA Land at Aberdeen, is soliciting offers for a five-year, firm-fixed-price, indefinite-delivery/indefinite-quantity contract to procure the Universal Helmet Mount Assembly (uHMA), NSN 5855-01-680-8536, a critical component for the Enhanced Night Vision Goggle III (ENVG III) and Enhanced Night Vision Goggle-Binocular (ENVG-B) systems. The uHMA mounts the night vision devices and their battery packs to soldiers’ helmets while enabling power delivery and data transmission for rapid target acquisition. The only approved source for this commercial item is Wilcox Industries Corp., and the acquisition is fully governed under FAR Part 12 as a commercial item. The contract has a proposed maximum value of $17,821,302.18 with no option periods, and pricing must be submitted for four quantity ranges per ordering year, with delivery required to W25G1U in New Cumberland, PA. The evaluation method is Lowest Price Technically Acceptable (LPTA), where proposals must pass all non-price factors—including technical compliance, past performance, and delivery schedule—as acceptable; failure on any single factor disqualifies the offer. Offers must comply with mandatory technical requirements in Exhibit A and adhere to detailed packaging standards per MIL-STD-2073-1E Chg 4, MIL-STD-129R, and ISPM 15 for wood materials, with all markings conforming to MIL-STD-130 and being machine readable. Quality management must meet ANSI/ISO/ASQ 9001-2015, and contractors must maintain robust inspection systems with records available for government review. All items require military packaging and must be delivered FOB destination. Contractors must use WAWF for electronic invoicing and payments, register in SAM, and ensure all representations and certifications in SAM—particularly those related to foreign ownership, Buy American, and trade agreements—are current. Proposals are due June 30, 2026, and must be submitted through PIEE or via email to the designated contacts, with all submissions valid for 180 days after the deadline.
