The Base Scale Modernization project, solicitation FA302217T0030, is a 100 percent small business set-aside under NAICS 333997 for the Department of Defense at Columbus Air Force Base in Mississippi. The contractor is required to provide all necessary labor, hardware, and materials to upgrade the base scale components at Building 150. This scope of work includes the removal of old components and the installation of new electronic load cells, a weight terminal, and required cabling for a steel reinforced concrete scale deck measuring 50 feet in length, 9.9 feet in width, and 5 inches in depth, with a maximum load capacity of 20,000 pounds. The procurement follows a Lowest Price Technically Acceptable evaluation process, where the two lowest priced quotes are reviewed for technical acceptability based on the Statement of Need. Offerers were required to submit a company quotation sheet, product information, and a plan to meet project objectives by September 12, 2017. Notably, the contract is subject to a funding contingency clause, meaning the government's obligation for payment is dependent upon the availability of appropriated funds and written confirmation from the Contracting Officer. The agreement incorporates various FAR, DFARS, and AFFARS regulatory clauses to govern representations, certifications, and payment instructions.
