Base Telelcommunications Systems

This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation as defined in FAR Part 15.201. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Offerors are advised that only Contracting Officers are authorized to commit the government to the obligation of funds. The 87th Contracting Squadron (CONS) located at Joint Base McGuire-Dix-Lakehurst (JB MDL), New Jersey, 08641, is performing market research to determine the availability, interest and capability of potential sources in preparation for a potential future contract. This is a market survey for written information only. The 87 CONS has a requirement as follows: The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision and other items and services, unless specified in this contract as Government Furnished Property (GFP). Work under this PWS will support the mission of 87th Communications Squadron and the Joint Base McGuire-Dix-Lakehurst, NJ by providing highly reliable wired telecommunications and networked voice, video and data services. The Contractor shall perform Operation and Maintenance (O&M) and other services required to ensure the Base Telecommunications System (BTS) is available 24 hours per day, 7 days per week. The BTS consists of the base telephone system switch, the outside plant (OSP) and inside plant (ISP) systems, transmission systems and all associated equipment described in Appendix 5.2, attached for informational purposes only. The Contractor shall operate and maintain all BTS equipment and systems in accordance with the original equipment manufacturer's technical manuals and specifications, Department of Defense (DoD) and US Air Force (AF) policy and regulations, and applicable federal, state, and local laws and regulations. The NAICS code for this requirement is 517110, Wired Telecommunications Carriers. The small business size standard is 1500 Employees. Any interested firms should submit a written capabilities statement detailing: (1) experience in operating and maintaining the equipment and systems as specified in the PWS; (2) experience in completing work orders; and (3) demonstrate an understanding of the information above. In the capabilities statement, potential contractors should provide their size status for the above referenced NAICS (i.e. large or small) and whether or not they are certified HUBZONE, Section 8(a), woman owned, small disadvantaged, and/or service disabled-veteran owned business. Capability statements shall not exceed six (6) pages.
