Base Wide Microgrid A&E Type C Services

This contract is a sole-source, firm-fixed-price requirement for Type A-E services in support of the WAAR209001 Install Base Microgrid project located in Springfield, Ohio, under NAICS code 541330 with a size standard of $25,500,000. The Government has identified Pond-CDM Smith JV as the only entity capable of fulfilling this requirement due to their role as the Engineer of Record from prior Type A and B design phases, holding proprietary system modeling and project-specific design knowledge essential to continuity and avoiding costly duplication. The contractor must deliver comprehensive post-construction support services including responding to pre-proposal and pre-bid inquiries, addressing change orders with updated drawings and cost estimates, performing on-site construction inspections, and delivering final record drawings and commissioning reports. All work must adhere to ANGETL 24-02 and a suite of additional Air National Guard engineering technical letters covering design, sustainability, communications, electrical systems, and force protection. The performance period is 450 calendar days, beginning within 30 days of notice to proceed, and the contract is structured as a single line item for one job at a firm-fixed price, with payment to be processed electronically through Wide Area WorkFlow using specified DoDAAC codes. Funds are not currently available, but the Government anticipates availability no later than midnight on September 30, 2026, with award contingent upon timely funding and acceptable pricing. Proposals must be submitted by July 6, 2026, via email to Seth Taylor, and include strict compliance with security protocols including base access badges, unescorted access procedures, photo ID requirements, and adherence to all installation security policies. Contractors must also comply with cybersecurity mandates including safeguarding covered defense information, prohibitions on covered telecommunications equipment, whistleblower protections, electronic invoicing, and representations related to former DoD officials and business operations with the Maduro regime. The Contracting Officer’s Representative is designated, and all deliverables are subject to government surveillance and quality assurance verification under a defined Quality Assurance Surveillance Plan.
