The reports will comprehensively capture the Conservation Values being preserved and provide necessary information to monitor and enforce easements through maps, photographs, written descriptions, and drone imagery to document the landscape at a broad level. The BDRs also play an essential role in supporting landowners' eligibility for tax benefits by thoroughly describing the public benefits of conserving the properties and detailing their current conditions upon acquisition. The Department of Forestry in Virginia is overseeing this solicitation, with proposals due by June 8, 2026. Contact for further information is Brian Fox, and the scope covers multiple property locations as specified in attached descriptions. This documentation effort is critical to maintaining transparency, regulatory compliance, and long-term stewardship of conserved lands in alignment with the Forest Legacy Program goals.

Full Description

The purpose of the Baseline Documentation Reports (BDR) is to create thorough documentation of each Property at the time the Agency acquires an open space easement interest providing a point of comparison from which to evaluate change over time. The BDR shall document the Conservation Values being protected and the relevant conditions of the Property as necessary to monitor and enforce the open space easement using maps, photographs and written descriptions. Drone imagery will be utilized to incorporate landscape level documentation. The BDR serves to support the landowner qualification for any tax benefits and substantiates the overall public benefit by describing why the Property is being conserved and documenting current conditions.
