The purpose of the Baseline Documentation Reports (BDR) is to create thorough documentation of each Property at the time the Agency acquires an open space easement interest providing a point of comparison from which to evaluate change over time. The BDR shall document the Conservation Values being protected and the relevant conditions of the Property as necessary to monitor and enforce the open space easement using maps, photographs and written descriptions. Drone imagery will be utilized to incorporate landscape level documentation. The BDR serves to support the landowner qualification for any tax benefits and substantiates the overall public benefit by describing why the Property is being conserved and documenting current conditions.
