The Naval Sea Systems Command (NAVSEA) plans to award a Basic Ordering Agreement (BOA) to Lockheed Martin Corporation for the maintenance, sustainment, and integration of Remote Multi-Mission Vehicles (RMMV). This sole-source agreement covers a wide range of support activities including program management, engineering services, design, development, testing, configuration management, repair, depot support, and modernization aimed at supporting the integration of RMMVs with Littoral Combat Ship (LCS) class vessels. The rationale for the limited competition is based on Lockheed Martin's unique position as the sole designer, developer, and producer of these RMMV units, which makes them the only provider capable of meeting the Navy's technical and scheduling requirements. The contract will be awarded under the authority permitting other than full and open competition as specified by federal acquisition regulations. While the government intends to negotiate exclusively with Lockheed Martin, interested parties may submit a letter of capability or an unsolicited proposal within fifteen days following the synopsis publication, though the decision to pursue competition remains at the government’s discretion. The contracting office responsible for this procurement is located at the Naval Sea Systems Command in Washington Navy Yard, DC, with designated points of contact available for further information. This action reflects the Navy’s need to maintain and modernize its existing RMMV fleet efficiently in support of ongoing mission requirements.
