Borough of Carlisle (Owner) is requesting Bids for the construction of the following Project: Basin 2 Phase 01 Sanitary Sewer Rehabilitation Project 002468.0444 Bids for the construction of the Project will be received online until Thursday, April 25, 2024, at 1:00 pm local time. At that time the Bids received will be opened and posted thereafter. Any Bids received after said date and time will not be opened. All bid documents are available online at: https://pennbid.bonfirehub.com/portal/ The Project includes the following Work: The Project consists of the replacement of approximately 419 LF of 8-inch and 309 LF 10-inch diameter sanitary sewer mains and associated appurtenances, including the completion of 12 spot repairs; replacement of 1 manhole; rehabilitation of approximately 6,785 LF of 8-inch and 2,273 LF 10-inch diameter sanitary sewer main; rehabilitation of 49 manholes; bypass pumping, associated demolition work; surface restoration; and all other work identified in the Contract Documents. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. Statutory Requirements. Bidders must comply with all State anti-bid rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 141 of 2022, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost for each Contract is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142).
