AI Contract Overview
The solicitation FA301026R0009 for the replacement of a basketball and racquetball court at Keesler Air Force Base in Biloxi, Mississippi, is issued as a total small business set-aside under NAICS code 236220 with an estimated contract value between $250,000 and $500,000. The acquisition follows a Lowest Price Technically Acceptable evaluation method, where proposals are first assessed for technical acceptability and past performance on a pass/fail basis, with award going to the lowest-priced offer that meets both criteria. The contract includes a base bid (CLIN 0001) for basketball court replacement and a bid option (CLIN 0002) for racquetball court replacement, with the contract period set at 90 days for the base only and 120 days if both are awarded. All proposals must be submitted electronically to alice.townsend-peden@us.af.mil in three separate, unzipped PDF files—Price Proposal, Technical Proposal, and Past Performance Information—with a total file size not exceeding 150 MB. Hard copies may be delivered by hand or mail to the same address. The Government stresses that no funds are currently available, may cancel the solicitation at any time without obligation, and that proposals must comply with all FAR and DFARS clauses, including registration in SAM, wage rate requirements under the Davis-Bacon Act, and bonding requirements for performance and payment. Contractors must adhere to detailed specifications and drawings provided in Attachments 1 through 7, which define materials, workmanship, and quality control standards. A Quality Control Plan, key personnel resumes, subcontractor disclosures, and a list of materials and heavy equipment are mandatory components of the technical proposal. Packaging must follow manufacturer specifications with clear labeling of product type, color, manufacturer, and production date, though no barcoding or military standards are required. Performance is to occur at Keesler AFB, with inspection and acceptance conducted by the Government at the destination. Payment will be processed exclusively through WAWF using the DoDAAC FA3010, and all contractors must comply with insurance mandates including $500,000 general liability, $100,000 employer’s liability, and workers’ compensation as required by law. The proposal deadline is 16:00 CST on May 22, 202
