Proposals must be submitted as a single unclassified whitepaper not exceeding ten pages in 12-point Arial font, with a total file size under 10MB, via email by the deadline of May 6, 2026. Award will be made through a best-value tradeoff process where technical solution and production capability are jointly more important than price. Offerors must demonstrate compliance with all 20 mandatory system characteristics and prove the ability to produce at least 20 complete systems per 30-day cycle. Price will be evaluated for reasonableness but will not be the deciding factor. Additional mandatory requirements include active SAM.gov registration with a UEI and CAGE code, a current NIST SP 800-171 assessment in SPRS, and compliance with DFARS 252.204-7019 and NIST SP 800-171 for cybersecurity. The U.S. Army Contracting Command – Redstone Arsenal (ACC-RSA) is issuing this Call for Solutions (abbreviated “C4S” hereafter) against Commercial Solutions Opening (CSO) W58RGZ-26-S-C001 under the authority of 10 U.S.C. § 3458. This C4S will competitively acquire innovative commercial, Vertical Take-Off and Landing (VTOL) Uncrewed Aircraft Systems (UAS) for the Battalion Reconnaissance UAS effort described below. The Government reserves the right to alter or cancel this call at any time.
The purpose of this effort is to provide Battalion Commanders and their organizations with an organic Reconnaissance, Surveillance and Target Acquisition (RSTA) capability. This effort aligns with the Army's modernization priorities to operate in Multi-Domain Operations (MDO) and the Department of War's (DoW) strategic objective of achieving Drone Dominance. Through this C4S, the Army ensures that industry remains informed of its changing needs, fostering ongoing investment and innovation in UAS technologies to address future opportunities.
