TRANSDUCER,MOTIONAL
Solicitation # SPRMM126QHA87
This contract pertains to the procurement of a TRANSDUCER,MOTIONAL under solicitation SPRMM126QHA87, issued by DLA Mechanicsburg under the Department of Defense. The requirement mandates manufacture to specified design standards with strict adherence to Cage Code 07482 and reference number L49921P02, with no design changes permitted without prior written approval from the NAVICP-MECH Contracting Officer. All items must comply with MIL-STD-130 Rev N for marking and MIL-STD-2073 for packaging, unless otherwise noted in the contract schedule. Contractors are responsible for their own quality assurance inspections, and must maintain complete records accessible to the government for 365 days after final delivery. The solicitation explicitly prohibits substitutions unless classified as a Code 1 change, which requires immediate notification of a new part number without altering technical equivalence. The contract requires electronic submission of invoices and receiving reports through the PIEE-WAWF system and strongly encourages contractor registration on the Electronic Document Access portal at PIEE.eb.mil to track orders and modifications. Offers must originate from authorized distributors of the original manufacturer, verified via signed letterhead submitted with the quote. Contractors must disclose the OEM’s CAGE code and part number if not the manufacturer, and must specify any deviations from solicitation requirements when submitting via EDI or follow up with hardcopy. All responses must be submitted before the deadline of June 25, 2026, and the offer is valid for the duration specified in the solicitation. Applicable DLA procurement notes address manufacturing phase-out, packaging nonconformities, product verification, inspection at source, additive manufacturing, and agency protests. Additionally, the solicitation operates under Emergency Acquisition Flexibilities, and all technical data and documents carry distribution restrictions as defined by seven designated codes under OPNAVINST 5510.1, with NOFORN and Official Use Only documents requiring formal certification for access. Contractors are advised to register with NAVSUP WSS Mechanicsburg to receive automated notifications regarding contract actions via NECO and EDA.

The solicitation operates under an LPTA evaluation method and mandates electronic submission of invoices and receiving reports via PIEE-WAWF. The contract incorporates numerous federal and defense-specific clauses, including Buy American provisions, security prohibitions, DEI discrimination policies, and small business subcontracting requirements, with deviations effective as of early 2026. All technical data distribution must align with U.S. Navy distribution statement codes, ranging from public release to NOFORN restrictions, and requests for controlled documents must follow strict certification procedures.
