AI Contract Overview
This contract solicits one non-rechargeable battery, identified by NSN 6135-01-604-8739, under solicitation SPE7L7-26-Q-2137, issued by the Defense Logistics Agency. The item is classified as a Type I shelf-life product with a strict 12-month non-extendable shelf life, requiring special marking code 32 to indicate this requirement. Packaging must comply with MIL-STD-2073-1E, including specific preservation, wrapping, cushioning, and unit container specifications, with palletization adhering to DLA’s RP001 packaging requirements. Marking must follow MIL-STD-129, incorporating barcode labeling for traceability and specific shipping addresses for two U.S. Navy vessels: USS PREBLE DDG 88 and USS RAFAEL PERALTA DDG 115. The battery shipment is subject to hazardous materials protocols, including the IP025 directive, and strictly prohibits intentional addition of mercury or mercury-containing compounds except for functional use in batteries, with additional containment requirements for such items under NAVSEA 5100-003D. The contract is a firm fixed price with no tolerance for quantity variance, requiring inspection and acceptance at origin. Delivery must occur within 60 days after order placement, with FOB origin terms transferring title and risk to the government upon shipment. Compliance with sampling methods such as MIL-STD-1916 or ASQ Z1.4 is mandatory, enforcing a zero non-conformance acceptance criterion unless otherwise modified. Contract administration requires electronic invoicing via Wide Area WorkFlow (WAWF), and adherence to FAR and DFARS clauses covering certification of conformance, hazardous material labeling, antiterrorism training, whistleblower protections, and supply chain security prohibitions including the Federal Acquisition Supply Chain Security Act. Offerors must maintain current SAM certifications, including UEI and CAGE codes, and comply with small business and veteran employment reporting requirements. The solicitation includes special requirements such as DPAS priority ratings and mandates inclusion of hazardous declaration forms, MSDS, and packaging documentation, though specific pricing remains to be submitted by offerors, with award based on best value considering price, past performance, and delivery capability.
