BATTERY, NONRECHARGEABLE

The contract is for the procurement of 2,700 nonrechargeable lithium/manganese dioxide sealed batteries with a nominal voltage of 3.1 volts, identified by NSN 6135-01-340-7883, under solicitation SPE7L1-26-Q-1291. The item is classified as a commercial off-the-shelf product with adequate catalog data available, and full and open competition applies. The batteries must comply with controlling technical specification 12255-6092PS079, including all associated drawings and dimensional requirements, and undergo government-conducted First Article Testing (FAT), for which the government will pay $45,000. The contractor is required to deliver 100 units within 90 calendar days from contract award for FAT purposes, and upon successful completion, these test articles must be disposed of per applicable state and local regulations for battery waste. The product has a Type I shelf life of 60 months, which is non-extendable, and must be preserved using humidity control methods in accordance with MIL-STD-2073-1E packaging standards. All items must be marked and labeled per MIL-STD-129 and MIL-STD-130N, including barcoded item identification, and palletized according to DLA’s RP001 packaging requirements. The use of Class I ozone-depleting substances is strictly prohibited in manufacturing, testing, or cleaning processes unless a written waiver is obtained from the Contracting Officer. Mercury or mercury-containing compounds are prohibited unless functionally required in batteries, fluorescent lights, sensors, controls, weapon systems, or chemical reagents as specified by NAVSEA, and any mercury-containing portable devices must include a shockproof design and a secondary containment barrier per NAVSEA 5100-003D. Material Safety Data Sheets (MSDS/PSDS) are mandatory under FED-STD-313 and must include the solicitation number, CAGE code, and part number. Inspection and acceptance occur at origin by the Government, with delivery FOB destination to DLA Distribution Depot Oklahoma at Tinker AFB.
