AI Contract Overview
The contract specifies the procurement of 236 nonrechargeable lithium thionyl chloride batteries identified by NSN 6135-01-578-8642, with a total purchase request quantity of 5,470 units. These batteries are classified as commercial items and must comply with stringent technical and quality requirements incorporated from the DLA Master List of Technical and Quality Requirements, with the applicable revision determined by the solicitation or award date. The items are subject to restricted sourcing and require engineering source approval from the government design control activity. Packaging must meet DLA standards, and the batteries must successfully pass all tests outlined in the UN Manual of Tests and Criteria, Section 38.3, with packing adhering to applicable hazardous material regulations. Sampling and inspection protocols follow MIL-STD-1916 or ASQ H1331, Table 1, with zero non-conformances required unless otherwise stated, and attributes are verified at specified levels corresponding to AQLs of 0.1, 1.0, and 4.0 for critical, major, and minor characteristics respectively. Physical identification of the batteries must be clearly marked per RQ017, and the removal of government identification from non-accepted supplies is mandated under RQ011. Mercury or mercury-containing compounds are strictly prohibited except for functional use in batteries, specified instruments, sensors, controls, weapon systems, and chemical reagents as defined by NAVSEA, with portable devices containing mercury requiring shock-proof construction and a secondary containment boundary per NAVSEA 5100-003D. Hazardous communication requirements under RQ034 apply, and the batteries are to be delivered within 72 days of award to Hill AFB, Utah, with the solicitation issued under contract number SPE7L7-26-T-4298, with a response deadline of July 24, 2026.
