Solicitation # SPE8E4-26-T-2047
The contract specifies the procurement of copper alloy bars with a hexagonal cross-section measuring 1.000 inch across flats, in H04 temper, with lengths between 6 and 14 feet and a reference weight of 3.160 pounds per foot. The material must conform to ASTM B21/B21M-20 Revision 20 and other referenced technical standards including SAE AMS-STD-185A, ASTM B249/B249M-23, and ASTM B900-16 (R2022). Compliance is governed by a comprehensive set of technical and quality requirements from the DLA Master List, with specific clauses requiring continuous identification markings on each unit, including the DLA contract delivery order number, NSN, specification revision, alloy, part number, die number, temper, manufacturer’s name, heat and lot number, and dimensions. Marking must be done via stamping or stenciling, be legible to the unaided eye, waterproof, and non-contaminating, with adhesive labels required for bars, tubes, or shapes under 0.250 inches nominal OD and tags for wire. Packaging must adhere to MIL-STD-2073-1E and preservation requirements in accordance with ASTM B900, using method code 10 CLNG/DRY:1, with markings compliant with MIL-STD-129R(3) and requiring barcoding per DoD logistics standards. The material must be delivered in whole-foot increments and shipped FOB origin to Tracy, CA, with a delivery window of 164 days after order receipt, and a 10% quantity variance allowed. The solicitation uniquely enforces the Qualified Suppliers List for Distributors (QSLD) requirement under DLA Troop Support June 1994, mandating that only suppliers listed on the QSLD are eligible for award; offers based on non-QSLD suppliers must explicitly state the deviation and are subject to rejection or criminal penalties if falsely represented. For approved QSLD suppliers, standard quality inspections such as QAP-EQ003, ASQ H1331, and RQ006 are waived, and a Certificate of Quality Compliance (mill-material certification) must accompany each shipment, with a copy furnished to the DLA Troop Support Contracting Officer. The contract incorporates multiple safeguarding and compliance clauses, including 25
