Solicitation # SPE7L7-26-Q-2412
The Defense Logistics Agency, through DLA Land and Maritime, has issued Request for Quotations SPE7L7-26-Q-2412 for the procurement of 100 nickel-cadmium wet storage batteries (NSN 6140-01-241-2296). These batteries are specified as wet, discharged, and spillable, with a non-extendable shelf life of 36 months. Approved sources include Aerodesign, Inc. (P/N AD-31004-04C) and Marathonnorco Aerospace, Inc. (P/N 31004-04C). The items are to be delivered to the Royal Saudi Air Force within 60 days after the order date. This is a fixed-price solicitation where award will be based on the best value to the government, evaluating technical conformity, past performance, and offered delivery time. Because the batteries are classified as corrosive materials (UN2795), the contractor must strictly adhere to hazardous materials regulations, including ICAO, IMDG, 49 CFR, and AFJMAN 24-204. Packaging must comply with MIL-STD-2073-1E Level B, Pack Code Q, using 4G fiber-board boxes. Inspection will be conducted by DCMA at the distributor or OEM site, with acceptance occurring at the origin. Administrative requirements include the use of the Wide Area WorkFlow system for electronic invoicing and receiving reports. The contract incorporates various FAR and DFARS clauses, including the Buy American and Balance of Payments Program and strict cybersecurity reporting requirements under DFARS 252.204-7012. Quotes must be submitted electronically by the deadline of September 17, 2026.

Packaging must comply with MIL-STD-2073-1E and MIL-STD-129 standards, including special marking code 32 to indicate shelf life classification, and palletization as defined by DLA packaging requirements. Sampling and inspection follow MIL-STD-1916 or an equivalent zero-based plan with zero non-conformances required unless otherwise stated, with critical, major, and minor attributes assigned verification levels VII, IV, and II respectively. The battery must not contain mercury or mercury compounds except where functionally integral, such as in batteries themselves, and portable devices containing mercury must have shockproof construction with a secondary containment boundary per NAVSEA 5100-003D. Delivery is FOB destination within 20 days of award, with no tolerance for quantity variance, and inspection and acceptance occur at the delivery point. The battery qualifies for exception from DOT hazardous material shipping regulations under 49 CFR §173.159a provided it is nonspillable, terminals are protected against short circuit, and it is plainly marked “NONSPILLABLE” or “NONSPILLABLE BATTERY.” Shipping instructions require traceable transport methods and prohibit parcel post; shipment must be sent to W8RH WI ARNG AASF 1 at 105 Trenton Road, West Bend, WI 53095-8901, with a required delivery date of July 15, 2026. Hazardous communication standards and safety data sheet protocols must be followed, and all labeling and documentation must align with DLA and DoD guidelines. The supplier must ensure compliance with all technical, quality, and environmental stipulations outlined in the DLA Master List of Technical and Quality Requirements referenced in the contract.
