AI Contract Overview
The contract solicitation SPE7L7-26-T-4403 issued by the Defense Logistics Agency seeks the procurement of lead acid, wet storage batteries with a Type I shelf life of 18 months, non-extendable, under NSN 6140004466875. Delivery is required within five days of order placement to two designated DoD locations: White Sands Missile Range, New Mexico and Yuma Proving Ground, Arizona, with FOB destination terms placing risk of loss on the government upon arrival. All items must comply with rigorous technical and quality requirements from the DLA Master List and are subject to zero-defect sampling under MIL-STD-1916 or ASQ H1331, with unspecified attributes treated as major and acceptance based on zero non-conformances unless otherwise stated. Packaging and preservation must conform to MIL-STD-2073-1E, with humid/dry climate control and unspecified materials, while marking and identification follow MIL-STD-129 and MIL-STD-130N, including the special code 32 indicating Type I shelf life. Mercury or mercury-containing compounds are strictly prohibited except where functionally essential in batteries, instruments, or sensors as permitted under NAVSEA guidelines, and all mercury-containing portable devices must include a secondary containment barrier. Hazardous material handling is governed by IP025 and FED-STD-313 for SDS submissions, and cybersecurity protections are mandated under DFARS 252.204-7012 to safeguard covered defense information. The contract is a fixed-price type with no price listed in the CLINs, and payment must be processed electronically via WAWF. The item is subject to full government inspection and acceptance at the destination, with no variance allowed in quantity. Packaging must be palletized per DLA packaging requirements, and shipments must use traceable freight methods — parcel post is prohibited. Offerors must affirm compliance with all applicable clauses including small business representation, employment eligibility verification, combating human trafficking, sustainable products, and the prohibition of communist Chinese military company items, along with adherence to the export control, hazardous material, and cybersecurity regulations outlined throughout the solicitation.
