AI Contract Overview
The contract seeks sources for the supply of a thermal battery identified by NSN 6135-016191582, with Chemring Energetic Devices Inc. currently listed as the approved manufacturer. This item is categorized under AMC code “3,” indicating it must be procured from the actual manufacturer or designated vendor, and AMSC code “D,” meaning competitive acquisition is not feasible due to the lack of available technical data or specifications, making Stratus Systems the sole capable supplier at this time. The government emphasizes that reverse-engineering the product is not economically viable and no alternative sources have been identified based on existing information. Potential suppliers interested in being considered as approved sources are invited to submit their qualifications through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) program. This process requires applicants to provide comprehensive technical data demonstrating their capability to manufacture the battery product with equal or superior quality compared to the original equipment manufacturer. Responses and source information must be directed to the designated Contract Specialist, John McCarthy, by the stated deadline. The contract encourages engagement through the official DLA Land and Maritime alternate offer program web portal, aiming to identify qualified manufacturers capable of meeting stringent quality and specification requirements.

AMC "3" Items found to be procured from the actual mfgr or vendor, including a prime contractor who is the actual mfgr. "

Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process.
