AI Contract Overview
The contract pertains to the procurement of a thermal battery identified by NSN 6135-016191582, classified under NAICS code 335910 and titled “BATTERY, THERMAL.” The sole approved source for this item is CHEMRING ENERGETIC DEVICES INC, with the government currently unable to solicit competition due to the absence of physically available or economically obtainable technical data necessary to draft viable specifications. The AMC “3” designation confirms that current procurement is limited to the original manufacturer or a prime contractor acting as the manufacturer, while the AMSC “D” designation reflects that reverse engineering is not economically feasible and no alternative sources exist capable of meeting the required performance standards. This restriction is based on the determination that Stratus Systems is the exclusive provider of this component, and no other entity has demonstrated the capability to replicate the product at an equivalent or superior quality level. The government is actively soliciting information from potential manufacturers who may qualify as alternate sources by submitting a Source Approval Request (SAR) package through the DLA Land and Maritime Alternate Offer/Source Approval Program. Prospective contractors must comprehensive technical documentation proving their product matches or exceeds the OEM’s specifications in performance, reliability, and quality. All submissions must be sent to Contract Specialist John McCarthy at john.mccarthy@dla.mil prior to the response deadline of June 6, 2026. Further guidance on SAR requirements and the approval process is available through the official DLA Land and Maritime website.

AMC "3" Items found to be procured from the actual mfgr or vendor, including a prime contractor who is the actual mfgr. "
AMSC "D" The data needed to acquire these parts competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. Stratus Systems is the only company at this time that can provide these parts since it is not economically feasible for the government to reverse engineer the items at this time. Based on all available information provided to the Contracting Officer, no other source can provide this item.

Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process.
