Please review the NSN list attached to this post and provide us with any sources that are able to manufacture this item. Provide the location of the manufacturer (City, State or Country if applicable). Please provide the POC’s for these manufacturers if available. All this information can be submitted to Zachary Mullins at Zachary.mullins@dla.mil. Thank you in advance for your assistance.

A company wishing to be reviewed and qualified as an “Approved Source”, must submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Weapon Support is procuring.

For further information on Alternate Offers/SAR, please reference the following DLA Land and Maritime web page https://www.dla.mil/LandandMaritime/Business/Selling/Alternate-Offers/. Detailed information on Alternate Offer and Source Approval Request, including technical data package submission can be found in the “Source Approval Request” information section, near the bottom of the Value Management Unit page. This section includes a detailed explanation of the information and format necessary for a SAR and for the SAR approval process.

OEM Caterpillar D-398 Engine Overhaul Kit
Solicitation # 52000QR270000209
The United States Coast Guard Surface Force Logistics Center is soliciting quotations for a complete Original Equipment Manufacturer (OEM) overhaul kit for a Caterpillar D-398 engine to be used onboard the USCGC Tahoma (WMEC 908). This is a total small business set-aside under NAICS 333618, processed as a firm-fixed-price purchase order using simplified acquisition procedures in accordance with FAR Part 13. Due to standardization and lifecycle support requirements, only genuine Caterpillar brand-name products are acceptable, and the solicitation is restricted to authorized Caterpillar Parts and Service Centers. Offerors are required to provide a valid Letter of Authorization (LOA) from the OEM to prove authorized status, as this will be evaluated as a matter of contractor responsibility. The overhaul kit must be delivered FOB Destination to Newport, Rhode Island, specifically during the week of May 2, 2027. Early delivery is undesirable and may be rejected, while late delivery is strictly prohibited. The contractor is responsible for providing robust packaging for core components and must arrange and pay for the return freight of these cores from Newport approximately 75 days after the initial delivery. Quotations must be submitted by October 28, 2026, and must include a detailed cost breakdown, unit costs, and proof of active registration in SAM.gov. Award will be based on the best value to the government, considering price, specifications, and quality.
