This is a Combined Synopsis/Solicitation for commercial products prepared in accordance with the format in RFO FAR Part 12. This announcement constitutes the only solicitation. A proposal is being requested from only one source.


Request for Proposal (RFP) N5523626R0013 is issued as a sole source procurement. The subject solicitation is being processed in accordance with RFO FAR Part 12. The Government intends to solicit and contract with only one source, Fairbanks Morse Defense (referred to herein as “FMD”) for the parts listed on the Product Description (Attachment J-1), under the authority of RFO FAR 12.102 on a sole source basis. This notice of intent is not a request for competitive proposals. Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) code is 333618 – Other Engine Equipment Manufacturing.


This solicitation documents and incorporates provisions and clauses that are those in effect through Federal Acquisition Circular 2026-01 (Effective 02 July 2026) and DFARS Publication Notice 20260702.


The assigned Defense Priorities and Allocations Systems (DPAS) rating is DO-A3.


DESCRIPTION: Southwest Regional Maintenance Center (SWRMC) requires the expedited procurement of Ships Service Diesel Generators (SSDG) direct replacement parts for six (6) generators, the direct replacement parts consist of 725 different parts necessary for the SSDG repairs in support of this LHD Wasp-class amphibious assault ship. This long lead time material (LLTM) must be purchased directly from the original equipment manufacturer (OEM) which is identified as FMD.

(2) Small Business Subcontracting Plan: If the offeror is other than a small business concern, and the proposed contract exceeds the applicable threshold in FAR 19.109 and subcontracting possibilities exist, the offeror shall submit an acceptable subcontracting plan in accordance with FAR 52.219-9. Failure to submit and negotiate an acceptable subcontracting plan within the time specified by the Contracting Officer may render the offeror ineligible for award.



52.212-2 Evaluation Commercial Items, Evaluation – Commercial Products and Commercial Services (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

  1. Technical Acceptability – Ability to meet the required delivery date and the salient characteristics of the Product Description
  2. Price – Lowest price technically Acceptable (LPTA)

Price: The Government shall evaluate the proposed price for reasonableness in accordance with RFO FAR 12.203


A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
